HDC is the largest provider of affordable housing in Lancaster County, managing 1,276 apartments across 24 communities. But we can't do this essential work alone—we need the support of our community.

Your donation will help us meet the growing demand for affordable housing in Lancaster City by advancing Phase 2 of The Apartments at College Avenue.

We are proud of the progress made so far! Phase 1 of the community, which will offer 64 apartments, is already 50% complete, with leasing set to begin in the Spring of 2025.

 Phase 2 will repurpose the Delp Wing of the former UPMC/St. Joseph's hospital into 49 affordable apartments. This phase is being developed in partnership with Milagro House, a nonprofit dedicated to empowering women with children who have experienced poverty and homelessness. Milagro House will occupy part of the space to further their mission of supporting educational attainment and housing stability for families in need.

 At HDC, we are committed to listening to our community and responding with solutions that make a lasting impact. The Apartments at College Avenue are just one example of how we are working to meet the needs of our residents and the broader Lancaster community.

HDC owns and/or manages over 2,900 apartments, providing housing that is safe and affordable to those with lower incomes, focusing on seniors, families, and individuals living with disabilities. Serving nearly 4,000 residents in 54 communities located in urban, suburban and rural areas across Pennsylvania, Delaware and Maryland, HDC builds hope and opportunity for all residents to reach their full potential by creating, preserving, and strengthening affordable housing communities.
