The Lancaster County Homelessness Coalition consists of over 50 local partners working to make homelessness rare, brief and non-recurring in our community. Homelessness and affordable housing remain great challenges for our community, our goal is to effectively steward public and private resources and elevate the lives of our most vulnerable neighbors. Our community is dedicated to meeting this challenge head on through our network of partners. The Homelessness Coalition aligns with crisis services, promotes strong collaboration, and provides development opportunities for our partners in a vast array of programs mentioned below. In addition to focusing on county-wide services and strategies to meet the crisis needs, we analyze local data trends to determine needs for service delivery and flow.

Programs We Support:
Street Outreach: Provides services such as engagement, case management, and other services when needed, to unsheltered individuals living in the community. HUD defines this population as persons living anywhere not meant for human habitation.
Coordinated Entry: Coordinate and manage access, assessment, prioritization, and referrals to emergency shelter services and housing programs for HUD-Defined homelessness.
Prevention: Serves individuals at risk of becoming homeless or at imminent risk of homelessness. Providing supports such as case management, financial rental and utility assistance, advocation with landlords for lease renewals and payments, accessing mainstream resources and government benefits, with the overarching goal to keep people housed.
Emergency Shelter: Provides a temporary warm, safe, and dry place for unsheltered individuals to stay while transitioning into permanent housing.
Day Center: Utilizes interventions such as referrals to mental health, real-time connections to community partners, public transportation assistance, access to showers, and opportunities to learn life and employment skills.
Crisis Housing: Provides critical time intervention informed case management, housing search, and rental subsidy and assistance for currently homeless individuals and families.
Pathways Housing: Pathways is our Rapid Rehousing (RRH) program, an initiative focused on quickly moving people off the streets and out of shelters. Time-limited financial assistance and targeted supportive services are intended to help people regain and maintain long term housing.
Permanent Supportive Housing: Combines housing assistance with case management service to help people with disabilities who are homeless or unstably housed.
Together the Coalition provides quality, personalized human and housing services for all individuals and families facing or experiencing homelessness, and ensures homelessness is rare, brief, and non-recurring.
